Personal account compromised cannot contact Microsoft directly to address

My personal microsoft account was compromised due to a phishing scam. I cannot contact Microsoft directly to cancel my Microsoft 365 subscription and ideally recover my account directly because I cannot sign in. I tried creating a new account to sign in but it won't let me create a new account because "Account creation blocked" because "we have detected some unusual activity". I then signed in using my work account to seek help but instead it has suggested I contact my work account administrator. How can I get someone to help me cancel the Microsoft subscription and recover the account please?

Please be advised that unless the account owner is able to access the account, subscription cancellation is not possible, and Microsoft personnel cannot retrieve this information.

The only way to recover a hacked account is through the official Microsoft troubleshooter guide:

If the account recovery web form doesn't work, and if the security info has been replaced by the hacker, I'm afraid there is no other working method to recover the Microsoft account, and Microsoft Support cannot help either.

If you are no longer able to recover your account, you will need to reach out directly to your bank and request to block all charges from Microsoft, cancelling the subscription on its renewal in the process to prevent recurring charges.

You may also need to request a new payment method.
