Managing personal Outlook.com account settings, security, and privacy
Hello. There isn't currently a separate non-email "login ID" that you can create for a personal Hotmail/Outlook.com account.
But what you can do is, you can create a new Outlook.com alias and keep that address private, then configure the account so that only this alias is allowed to sign in. Your existing Hotmail/Outlook.com address can remain your normal public email address while being blocked from signing in.

Important Note: Do not remove your existing Hotmail/Outlook.com address. You only need to disable it for sign-in. Microsoft warns that removing a Microsoft-domain alias such as @hotmail.com, @live.com or @outlook.com permanently deletes that alias.
I would also recommend setting up a passkey or another passwordless sign-in method.
