Cant change privacy settings to "All" as they are stuck on "Friends Only".

My account is age verified. I am not in a family account yet whenever I try to change my communication settings for Xbox to Allow All and then save, after refreshing the page, the setting is put back to friends only. After looking elsewhere, I think maybe my account is still being seen as a child account despite being verified, how can I fix this or is my issue being caused by something else?
