How to fix All My Personal Home Devices?

My account is a home personal one and it is being treated as a business account. I am and should be the only one on the account and have had my password reset constantly, passkeys removed, I keep kicking intruders off the account, yet I get nowhere but in a rabbit hole, as if it is allowed to go on, and I'm the problem. I log in and password has been changed by someone else. My printer/scanner hasn't worked for about a year, I purchased another (I don't like) and that one doesn't function as well now. I have done the trouble shooting and taken it all the way to factory setting but think it is set up wrong in the properties. My account looks different every time I open it. My desktop expanded to more than one and Security keeps suggesting of some other location "I use sometimes" as an IP address. I only use my own personal home office space for over a year period. All my folders and files since 2006 are gone. I've clicked and looked but they are empty. I am to the point now to just terminate the account because today I was declined the right to install or uninstall apps on my own device! It is my home personal laptop and I can't even use it for as long as my printer has been unusable. What do I have to do to get my own devices in my own home back?
