Please open Outlook.com in a private/incognito window or a different browser. This rules out a cached session preventing your Inbox from refreshing properly.
Step 2: Confirm senders aren't bouncing
Could you ask one of your Safe Senders to send a fresh test, and let you know if they receive any bounce-back or non-delivery report (NDR)? If they do, please share the full bounce text here — it usually contains the exact reason the message didn't get through.
