Help with speaking to an actual person - locked outlook account

i am locked out of my other email account, and i have no access to my authenticator app or old email as i got my phone stolen. some on tried to log in from Brazil so it was locked. i need to speak to someone. i have tried the recover form and reset of passwords for a week now. i can not get through to anyone to speak to anyone or find an email to contact anyone.
