Adding my (parent) registered laptop to my child's account as well as a connected device.

I've been having the most frustrating time with Microsoft Family and I'm hoping somebody here might be able to help me out, since I'm slowly going absolutely insane..

My personal (and aging) laptop has been registered to my account for quite some time. I still use it regularly. My youngest son has also discovered the joys of the laptop and has been using it with my permission. We are part of a Family account, which is 'managed' by my brother, although I can also adjust the settings for my children.

I wanted to set up screen time limits for his account. I've managed to do so through the Android app version of Microsoft Family. When I try to register my laptop as a device, I get sent back and forth through all sorts of settings and none of them seem to work to register the laptop.

After two hours of fiddling, this is the result under his account settings in Microsoft Family, under the header 'digital safety':

However, when I check the tab 'devices' on his account it does say my laptop is connected!

So which is it? Why is the laptop connected, but not showing up under 'digital safety'? How do I know if it's been set up correctly?

Is it even possible to have the same device connected to two different accounts with two different ways of interacting with it?
