How to Fix 0xC1900101 - 0x40017 error when updating from Windows 11 Pro 23h2 to 25h2

Hello,

I've been trying for days to try and update my PC to 25h2 from 23h2 of Windows 11 Pro.

I am getting this error: "0xC1900101 - 0x40017 The installation failed in the SECOND_BOOT phase with an error during the BOOT operation."

Here is everything I have done so far:

  • Updated all drivers, including doing clean reinstallations of many of them
  • Run SFC and DISM scans and restore health
  • I have over 100gb free in my main drive
  • Ran Windows Update Troubleshooter
  • Disabled Windows Defender antivirus (and uninstalled others I had)
  • Tried every form of installation process, including mounting the ISO file. Everything except for a clean windows install in which I would have to backup all of my files and data, because ideally I would like to avoid that.
  • Ran the upgrade from a clean boot following the instructions on: https://support.microsoft.com/en-US/Windows/Experience/Startup-Boot/how-to-perform-a-clean-boot-in-windows
  • Unplugged all USB devices (except for my mouse which I used to click on prompts in the Windows 11 setup)
  • Updated BIOS to the latest version
  • Uninstalled all old or unneeded software
  • Ran "net stop wuauserv net stop cryptSvc net stop bits net stop msiserver ren C:\Windows\SoftwareDistribution SoftwareDistribution.old ren C:\Windows\System32\catroot2 Catroot2.old net start wuauserv net start cryptSvc net start bits net start msiserver" one by one

Nothing has worked.

Symptoms I have noticed:

The windows update goes into the process of fully installing and restarting the PC while doing so. It always fails on the 2nd boot at exactly 75%. During the 2nd boot, it says the PC failed to boot and says it will restart the PC for me. After that it shuts off and fails to POST. None of the POST diagnostic LEDs on my motherboard light up, meaning it fails to even reach the CPU step. After this, I have to manually shut off the PC using the power button and let it start up about 2 times again before Windows automatically reverts the update and gives me this error.

PC Hardware:

CPU: Ryzen 7 2700x

MOBO: MSI B450 Gaming Pro Carbon AC

GPU: Gigabyte rtx 2060 Super

RAM: Corsair 64gb 4 sticks

Main Storage Drive: Samsung NVME M.2 SSD

I have the update logs from the latest update. Please tell me if they are needed and how to appropriately send them.

    Please share your Farbar scan logs for analysis.

    • Download Farbar Recovery Scan Tool 64-bit FRST64.exe
    • If the OS language is not English, rename FRST64.exe to FRST64English.exe.
    • Run the program. Don't check or uncheck any options. Click "Scan".
    • Add the two logs, FRST.txt and Addition.txt, to a zip archive.
    • Share the zip file on OneDrive or GoFile.io, and post the link here.

    Note: If Microsoft Edge or Chrome mislabels the Farbar Scanner executable as PUA/malware, choose to keep it by tapping … in the bottom bar, choosing Keep, and then choosing Keep anyway in the dialog that appears. See this screenshot. It's a safe tool used in most antimalware forums.
