Cannot enroll in Microsoft AI Cloud Partner Program — Legal info & Identifiers empty; enrollment loops to “Join a program”

I cannot complete enrollment in the Microsoft AI Cloud Partner Program. I need a Partner One ID (Partner Global Account) to finish Microsoft Entra app publisher verification for a multi-tenant app.

Setup (redacted)

  • Signed in with an organisational / work account on a custom domain (not a personal Microsoft consumer account)
  • Entra tenant has a verified custom domain set as Primary
  • App registration publisher domain is set to that same verified custom domain
  • Partner Center shows an organisation name for the account

Symptoms

  1. Partner Center → Account settings → Legal info: page loads with no fields and no verification status / no “Fix now”.
  2. Partner Center → Account settings → Identifiers: completely empty (no Partner One ID / MPN ID).
  3. Enrollment flows (including Commercial Marketplace / Azure welcome + Welcome back) → Next repeatedly redirects to: “Join a program to unlock new opportunities”
  4. On that page, “Other areas” (Microsoft AI Cloud Partner Program, Commercial Marketplace, etc.) are not selectable. UI says to “Sign in again using your work account” even though I am already signed in with the work account.
  5. Clicking that Sign in link signs me out (logout redirect) and does not unlock enrollment after signing back in.
  6. Partner Center AI assistant says it “does not offer support for users with Microsoft Accounts currently”, despite this being an Entra work/school tenant with a verified custom domain.
  7. Browser console has shown /bulkprofiles HTTP 400 and session/support API HTTP 403 while loading account pages.
  8. Azure Help + support blocks creating a technical ticket on the Basic support plan.

What I have already done

  • Confirmed Entra work tenant (not personal MSA-only)
  • Added DNS TXT and verified the custom domain in Microsoft Entra ID
  • Set that domain as Primary
  • Set Publisher domain on the app registration to the same domain
  • Retried Legal info / Identifiers after domain verification — still empty
  • Avoided enrolling in Windows Desktop / Edge / Xbox / Minecraft (wrong programs for publisher verification)

Question

How do I successfully enroll this organisation in the Microsoft AI Cloud Partner Program so that:

  1. Legal info becomes available for business verification, and
  2. Identifiers shows a Partner One ID (Partner Global Account) that I can use for “Add Partner ID to verify publisher” on the Entra app registration?

Any known Partner Center enrollment bugs, required roles, or support path for accounts stuck with empty Legal info / Identifiers would be appreciated. Happy to share tenant/app details privately with Microsoft support if needed.

    Legal info and Identifiers stay empty when the Partner Center org profile isn’t initialized, and the step u can actually do is sending a ticket under Account settings → Organization profile / Legal info / Verification so they can look into the profile state.
