Reimbursement for the warranty service shipping

Just sent my Surface Laptop 7 for a warranty service. Only a shipping label was sent to me via email. The UPS store clerk told me that I need to pay $21.99 for a bubble wrap and the shipping box, which was instructed by MS. How can I get reimbursed for this? I have been trying to contact the MS but the support website is extremely difficult to find answers.
