I understand how frustrating it can be when Voice Access is not working on Windows 11, your microphone works in other applications, but Windows Speech Services appear to be missing. 

Before proceeding, I would like to narrow down the issue:           

• Which Windows 11 version are you currently running (Settings > System > About)? 
• When you open Settings > Accessibility > Speech, do you see Voice access listed, and does it show any language download errors? 

In the meantime, you can try these steps below to troubleshoot the issue:  

Option 1: Verify Speech language packs are installed  

• Go to Settings > Time & language > Language & region 
• Select your primary language 
• Choose Language options 
• Ensure Speech is installed under Language features 

Option 2: Install additional speech features  

• Go to Settings > Apps > Optional features 
• Click View features 
• Search for Speech 
• Install any available Speech Recognition or Speech-related features 

Option 3: Check required services  

• Press Windows + R, type services.msc, and press Enter 
• Locate Windows Audio and Remote Procedure Call (RPC) 
• Confirm they are running 

Option 4: Repair Windows system files  

• Open Command Prompt as Administrator 
• Run: sfc /scannow 
• After it completes, run: DISM /Online /Cleanup-Image /RestoreHealth 

Option 5: Reinstall the language pack  

• Remove your current language pack 
• Restart the PC 
• Add the language again and install all available language features, including Speech
