How can I get the "Virtual HLK(VHLK) for Windows 11, version 23H2"

I need use Virtual HLK(VHLK) for Windows 11, version 23H2 , but there's just 24H2 / 25H2/ 26H1 on the MicroSoft,

    Hello Whisper,

    Welcome to Microsoft Q&A forum.

    Based on this article, due to some security vulnerability, the VHLK is temporary unavailable for older versions while the issue is addressed. In the meantime, user is recommended to use the HLK kit instead. That is why the VHLK kit is not available for Windows 11 23H2 or lower right now. I hope this clarifies.
