Night Light not turning on

Ever since the new windows update, my display settings do not allow the "Night Light" blue screen filter to come on. If I select and hold the "Strength" slider bar, the screen will apply the blue light filter as designed; however, when I release the "Strength" slider bar. The nightlight immediately turns back off. Yes, the "night light" toggle is turned on.

I was able to fix the problem by toggling HDR off, then back on. Once this happened, the Night Light mode stayed on.
