What exactly do you mean by "left and right toggle keys are being overridden by PC keys"?
Are the touchpad buttons affected, or an external mouse?
What is your Surface model (Surface Pro 11, Surface Laptop, etc.)?
Check Mouse Button Configuration
Open Settings → Bluetooth & devices → Mouse.
Ensure Primary mouse button is set correctly (Left).
Disconnect the Surface Keyboard
If you have a Surface Pro with a Type Cover:
Detach the keyboard.
Test the mouse using only the touchscreen or an external mouse.
If the problem disappears, the keyboard may have a stuck key or hardware fault.
Test with an External USB/Bluetooth Mouse
If the external mouse works normally, the issue may be with the Surface touchpad or keyboard.
If the external mouse has the same problem, Windows settings or drivers are more likely the cause.
Restart the HID Devices
Right-click Start → Device Manager.
Expand:
Mice and other pointing devices
Human Interface Devices
Right-click the mouse device → Disable → Enable.
If that doesn't help, choose Uninstall device and restart the Surface.
Boot into UEFI
Shut down the Surface.
Hold Volume Up.
While holding it, press Power.
Release Volume Up when the UEFI screen appears.
Try the touchpad or mouse in UEFI:
If it works normally in UEFI, Windows is the problem.
If it still behaves incorrectly, it's likely a hardware issue.
