Computer freezes

At startup, after entering the PIN, the monitors both show blank screens with the flower picture. No apps are showing and there is no response to anything I type.

    Please see if the same behavior occurs if you start Windows in Safe Mode.

    1. Press "Ctrl + Alt + Del" on your keyboard to bring up the security options, press and hold the "Shift" key, click the "Power" icon in the bottom-right corner, and select "Restart". (Note: If Ctrl+Alt+Del doesn't respond, force shut down your PC using the physical power button 2 to 3 times right when Windows starts loading until the Automatic Repair screen appears).
    2. On the Choose an option screen, select "Troubleshoot > Advanced options > Startup Settings > Restart";
    3. After your device restarts, you'll see a list of options. Select option 4 from the list or press F4 for Safe Mode.

    You don't have to run Windows in Safe Mode forever. This is just a test to help isolate the source of the problem.
