    Hello Teresa,

    If the old laptop cannot be accessed, whether you can transfer Windows depends on the license type. An OEM license that came preinstalled with the old laptop cannot be transferred to a new device, while a retail license linked to your Microsoft account can usually be reactivated on the new laptop.

    If you have a retail license, sign in to the new laptop with the same Microsoft account and use Settings > System > Activation > Troubleshoot. If the new laptop came with Windows preinstalled, no product key transfer is required.

    Please confirm whether the old laptop had an OEM or retail Windows license.
