Right click your Start Button and open Device Manager.

Leave that window open to monitor your system.

When you hear that sound, does the list of hardware in Device Manager refresh and if so, are you able to see what device is appearing and disappearing when it refreshes.

If the list in Device Manager does not refresh when you hear the sound, there must be some software running on your PC, possibly in the background that is generating the sound.

Open Task Manager and check the Processes tab for any background app that may be creating the sound, if you find it, right click the app in the processes list and choose End Task, then wait to see if the sound has stopped, if it has, uninstall the app, and if you need that app, install the latest available version.
