Based on the situation you described, one possible reason this occurs is that the business listing was imported from another source, such as Google Business Profile, with an incomplete address. When Bing Places imports business information, any missing or incomplete address data may also be carried over to the Bing listing.
Please note that Bing Places requires a complete physical address to be registered on the listing, even if you later choose to hide the address from public view. If the address information is incomplete, it can impact the verification process and prevent certain edits from being made.
