NSP blocker

Issue Summary:

Resources were removed from Network Security Perimeter (NSP) to restore public access.

Observed Behavior:

Application endpoint continues to return:

HTTP 403

Request rejected by NetworkSecurityPerimeter.

Validation Performed:

• Azure AI Search endpoint reachable (401 Unauthorized)
• Storage Account endpoint reachable (409 Public access not permitted)
• Azure AI Foundry endpoint reachable (200 Service Operational)
• Azure OpenAI endpoint reachable (200 Service Operational)

Expected Behavior:

After removing NSP associations, traffic should no longer be blocked by NSP.
