My Bing lead generation campaign is not performing

My Bing lead generation campaign is not performing well. We have tried Enhanced CPCs, Maximize Conversions as the bidding strategy but nothing is working, getting only 5-10 leads/week. Keywords, adcopies and budgets are intact. Conversuion tracking is also set, but conversions are not showing on the console.

Any suggestion on the fix?

    Hello Shashaank Kallani,

Thank you for using our Microsoft Advertising Learn Q&A Platform!

Since you mentioned that conversion tracking is already set up but conversions are not appearing in the Microsoft Advertising console, I recommend focusing on validating the conversion tracking setup first. Both Enhanced CPC and Maximize Conversions rely on accurate conversion data to optimize campaign performance, so if conversions are not being recorded properly, the bidding strategies may not be able to optimize effectively.

    Please try the following checks:

    1. Test the conversion goal
      • In Microsoft Advertising, go to Conversions > Conversion goals.
      • Use the option to test the conversion goal.
      • You may also use the UET Tag Helper to confirm whether the UET tag is firing correctly on the landing page and whether the lead submission event is being detected.
    2. Review the tracking status and diagnostics Please check if there are any tracking-related alerts, such as:
      • No conversions recorded in the past seven days
      • Incomplete UET tag setup
      • Inactive UET tag
      • Missing conversion goal
      • Conversion goal not included in “Conversions”
    3. Confirm the conversion goal is included for bidding

If the conversion goal is not included in the “Conversions” column, automated bidding strategies such as Maximize Conversions may not use that goal for optimization.

    1. Check campaign delivery limitations

Review the Delivery column in the campaign grid to see if the campaign is limited by budget or restricted by bid strategy settings, as these can also affect lead volume.

For now, I recommend confirming that conversion tracking is working end to end before making further bid strategy changes. Once conversions are recording correctly, you may continue monitoring performance and allow the system enough time to optimize based on the available conversion signals.

If the issue continues after validating the UET tag and conversion goal setup kindly reached out to our support teams, as they are pleased to engage in more in-depth discussions about your account through phone, chat, or email to offer review assistance, please see our support page to reach out!

I trust that the details shared here will partially address your inquiry. Should you have any further questions, feel free to contact our support. Since conversion tracking is set but conversions are not showing, fix tracking first. Both Enhanced CPC and Maximize Conversions depend on conversion tracking to optimize lead generation.

    1. Validate the conversion goal end to end.
      • In Microsoft Advertising, go to Conversions > Conversion goals.
      • Hover over the Tracking status for the goal and select Test this conversion goal.
      • Use UET Tag Helper to start a test with the landing page URL.
      • Navigate the site and trigger the lead event.
      • If the helper shows Conversion found or Problem encountered, open View report and correct the reported issues.
      • After fixes, wait at least 24 hours and check whether conversions and revenue begin recording.
    2. Check for campaign diagnostics related to tracking. Look for these conditions in the diagnostics tile and resolve them if present:
      • No conversions in seven days—your tracking may need to be fixed
      • Your UET tag setup is incomplete, which limits performance
      • Your UET tag is inactive, so your campaign isn't serving
      • Your campaign doesn't have a conversion goal, which limits performance
      • No revenue value is set for your conversion goal, which limits performance
    3. Confirm the conversion goal is included for bidding. Maximize Conversions does not count goals that are not included in conversion goal settings. If Include in "Conversions" was cleared for the lead goal, that goal will not be used in auto-bidding calculations.
    4. Use the right bid strategy for the current state.
      • For lead generation, Enhanced CPC is the recommended strategy.
      • For best results, use Enhanced CPC together with conversion tracking using a UET tag and a conversion goal.
      • Maximize Conversions is available for Search and Audience campaigns, but it relies on valid conversion data.
    5. Check whether delivery is being constrained. In the campaign grid, review the Delivery column for:
      • Performance limited by budget: increase budget if this status appears.
      • Limited by auto-bidding target: for Target CPA, increasing the target can open more opportunities.
    6. If offline conversions are part of the lead process, upload them daily. If leads are finalized offline and those conversions are not uploaded daily, Microsoft recommends not using Maximize Conversions or Target CPA. For best results, upload offline conversions within two days of the conversion.
    7. Use recommendations to repair setup gaps. Microsoft Advertising recommendations specifically call out:
      • Complete conversion tracking set up
      • Conversion goal settings
      • Improve campaigns that are limited by budget

The highest-impact fix in this scenario is to repair UET/conversion goal tracking first, then keep Enhanced CPC active until conversion data is recording consistently. Without visible conversions in the console, automated bidding will not optimize lead volume correctly.
