Been stuck on Win11 23H2, and update to 25H2 fails with 0xc1900101 error

I've been unable to update my Win11 install from 23H2 for quite a while and the currently offered 25H2 keeps failing with the error 0xc1900101. I've done more troubleshooting than I can count and tried the install probably a dozen times over the last year or so, and it's never worked. I've collected the setuperr.log and setupact.log files in case that helps narrow the issue down. I'm worried at this point that I'll just have to just do a fresh install and set everything back up, but would like to avoid that if at all possible.

    Please share your Farbar scan logs for analysis.

    • Download Farbar Recovery Scan Tool 64-bit FRST64.exe
    • If the OS language is not English, rename FRST64.exe to FRST64English.exe.
    • Run the program. Don't check or uncheck any options. Click "Scan".
    • Add the two logs, FRST.txt and Addition.txt, to a zip archive.
    • Share the zip file on OneDrive or GoFile.io, and post the link here.

    Note: If Microsoft Edge or Chrome mislabels the Farbar Scanner executable as PUA/malware, choose to keep it by tapping … in the bottom bar, choosing Keep, and then choosing Keep anyway in the dialog that appears. See this screenshot. It's a safe tool used in most antimalware forums.

    Welcome Jacob Anderson,

    I understand how frustrating it can be when your Windows 11 device has been unable to upgrade from 23H2 to 25H2 for an extended period, with the upgrade repeatedly failing with error 0xC1900101. 

    Before proceeding, could you please confirm: 

    • Are you attempting the upgrade through Windows Update, Installation Assistant, or a mounted Windows ISO? 
    • Do you have any third-party antivirus, VPN, disk encryption, or hardware monitoring software currently installed? 

    In the meantime, you can try these steps below to troubleshoot the issue:  

    • Go to Windows 11 website: Download Windows 11 
    • Under Download Windows 11 Disk Image (ISO) select Windows 11 (multi-edition ISO)  
    • Once done downloading the ISO, kindly right-click on ISO then click Mount> then Click Setup.exe  
    • You may be prompted by User Account Control. If so, click on Yes.  
    • In the Install Windows 11 dialog, click Next.  
    • Setup will check your PC and show a license agreement. Click on Accept in the license terms dialog.  
    • Wait for the setup program to check for the available free space.  
    • On the Ready to install page, make sure Keep personal files and apps has been checked.  
    • Then click Install and just follow the prompt.  
    • Windows 11 will restart your device several times and lead you to the lock screen. Depending on the options you set, it will keep all your files, apps, and user accounts.
