One additional question: does the keyboard itself appear to be charging the pen tray correctly? For example, does the keyboard work normally (typing, Fn/Caps Lock indicators, etc.) and, if available, have you been able to test the pen with another compatible charger or Surface keyboard?
If the keyboard is functioning normally and the Slim Pen 2 still shows no LED activity whatsoever when docked or when holding the top button for 5-7 seconds, that strongly points to a failure of the pen itself rather than a Bluetooth, firmware, or Windows issue. After 2.5-3 years and several months of non-use, a failed internal rechargeable battery is a possibility. In that situation, replacement may be the most practical option.
