How to fix frozen boot up screen or log file C:/windows/system32/logfiles/Srt/Srttrail.txt

I have tried everything. I tried resetting bios and have unplugged and restarted. But once I got to the screen where Microsoft looks for what's wrong it says it cannot connect to the internet and my keyboard and mouse wont work so then I can tro to access safe mode. It says C:/windows/system32/logfiles/Srt/Srttrail.txt on the bottom is there anyway to fix this?
