Cannot Invoice

Hello Cloud Admin, It looks like you’re hitting “This invoice is not eligible to be settled” when you try to pay. That message usually means one of three things:

1. Your invoice isn’t a final, payable invoice yet (it’s still pending).
2. You’re under an Enterprise Agreement (EA) or Partner-based billing account, and those invoices aren’t settled in the Azure portal.
3. You don’t have the necessary billing role (you need to be a Billing Profile Owner or Invoice Manager on an MCA).

Here’s how to troubleshoot:

1. Check your Billing Account Type

– In the Azure portal go to Cost Management + Billing > (select your billing account) > Settings > Properties.

– If the Billing account type is “Enterprise Agreement,” EA invoices must be paid via your EA enterprise portal (not in Azure).

– If it’s “Microsoft Customer Agreement,” you can settle directly in the portal once you have the right role.

2. Validate Your Role

– For MCA accounts, only Billing Profile Owners and Invoice Managers can pay invoices.

– Go to Cost Management + Billing > Billing profiles > (select profile) > Access control (IAM) and confirm your role or have an Owner assign you Invoice Manager.

3. Confirm Invoice Status

– Only generated/final invoices (not “pending” or “draft”) can be settled.

– In the portal, under Cost Management + Billing > Billing profiles > Invoices, make sure the invoice you’re clicking “Settle” on is in a final, “Open” state.
