If I open a new pdf file online and press "control +S", the saving function works well. But as long as I made any changes on the pdf, then control +S had no response. And no other ways can save the pdf, including clicking "print" or "save" on the upper right corner.

Microsoft Support notes that a browser PDF reader can be used to view and print PDFs, but it cannot edit the actual contents of a PDF. If the change you are trying to make is to the original PDF content, such as modifying existing text or images, the file may need to be converted to an editable format, such as Word, or edited with a dedicated PDF editor: View, print, and edit PDFs in a PDF reader - Microsoft Support

PDFs opened in the browser or OneDrive PDF reader are not editable and cannot be saved with content changes directly. The built-in PDF reader only supports viewing and printing; it does not support saving edits back to the same PDF.
To save changes to a PDF:
If the PDF is in OneDrive, it can also be opened directly in Word (desktop) from OneDrive, edited, and then saved or exported as PDF.
