I need to create cosmos db service in UAE north location. But it is greyed out for months. Can I get the reason for the issue and if possible allow this for my subscription.

Currently i am in UAE. i tried with all workload type. for me its available the UAE north zone . attached the screenshot for your reference.
for your info i am using pay and go subscription. so, please check your subscription.

My subscription is not Pay-As-You-Go, it is Azure Sponsorship model.

As per my understanding. Due to the subscription its blocked or limited the service. if possible try with pay-as-you-go.
