VM Fails to Deallocate or Reboot, unable to connect or access webapp

On 13 May 2026, my Azure virtual machine experienced a critical service disruption resulting in loss of remote connectivity and web application availability. The VM became inaccessible via standard management methods, including SSH and hosted web services. Additionally, the Azure control plane was unable to successfully deallocate, reboot, or restart the VM through the Azure Portal.

Initial investigation through the Azure Serial Console confirmed that the operating system continued booting and reached a multi-user operational state. Core services including Docker, SSH socket initialization, Azure Linux Agent, and NetBird services appeared to start successfully during boot. However, despite the VM appearing operational internally, external access to the VM and hosted applications remained unavailable.

The issue appears to be related to either:

  • A networking or routing failure potentially associated with recent NetBird VPN configuration changes
  • Azure VM agent or extension instability
  • An Azure host/fabric-level issue preventing proper VM state synchronization
  • A service or extension deadlock involving Azure Recovery Services snapshot/backup extensions
