Windows Update is not offering Windows 11 because Windows 10 version 1909 is no longer a supported base for the free upgrade. The device must first be on a currently supported Windows 10 version and meet Windows 11 hardware requirements.
Follow these steps:
- Move to a supported Windows 10 version
- Use Windows Update or installation media to upgrade Windows 10 Pro 1909 to a currently supported release (for example, 22H2).
- The device must be running a currently supported version of Windows 10 before the Windows 11 upgrade is offered.
- Confirm hardware eligibility
- Ensure the PC meets the minimum hardware specifications for Windows 11.
- Optionally run the PC Health Check app from the Windows 11 page to verify eligibility.
- Use Windows Update to get Windows 11
Once on a supported Windows 10 version and confirmed eligible:- Select Start > Settings > Update & Security > Windows Update.
- Select Check for updates.
- If Windows 11 is ready, a message will appear that Windows 11 is available. Select Download and install and follow the prompts (accept license terms, allow download and installation, then restart when prompted).
If Windows 11 still does not appear after updating to a supported Windows 10 version and installing all pending updates, the rollout for that specific device may not yet be offered via Windows Update, even if the hardware is eligible.
