Advertising Verification - Addresses Don't Match

Hi, I apologize in advance because I know similar topics have been discussed before, but I’m dealing with a very specific situation that I haven’t been able to find an answer for.

I have a somewhat confusing issue I need resolved in order to gain access to our Microsoft Advertising account. I will try my best to explain our situation in detail. We currently have 3 addresses associated with our business:

  1. Our actual physical address where our office is located
  2. Our mailbox where we receive incoming mail (similar to P.O. Box)
  3. The owner of the company's home address which was originally used when registering the business and the one that appears on tax documents and registration paperwork

Right now, these addresses are tied to different platforms/documents:

  • Our Microsoft Bing Places for Business listing and Microsoft Advertising account uses the mailbox address
  • Our website domain registration records use the physical office address
  • Our tax and business registration documents use the owner’s home address

The issue is that Microsoft Advertising requires the addresses on verification documents to match the address on the advertising account.

It made sense at the time to use our mailing address when setting up our advertising account because we are not a customer facing business, so our physical office location does not need to be listed publicly. However, after the account got suspended for "violating Microsoft Advertising's policies" (unsure what specifically caused this, but I'm assuming it's because our business was not verified yet), I am unable to change the address to match either the one on our tax documents, or the one associated with our website domain ownership records.

I already updated the address in our domain registration account, but when providing proof of domain ownership during the verification process, the requirements state that the address has to match the one on the Microsoft Advertising account. Since our domain only renews annually and is not scheduled to renew again until October, the invoice still shows the old address.

As a result, I seem to be stuck in an endless loop situation where:

  • I cannot verify the business because the addresses do not match
  • I cannot change the address on the Microsoft Advertising account because the account is suspended
  • I cannot successfully appeal the suspension without first completing verification

I need to know if anyone else has gone through something similar, and if so, how did you resolve it? Are there alternative verification documents Microsoft will accept, or another way to update the account information during suspension? We are a small business and I manage ALL of our marketing practices, so I am very busy handling everything else and have not had the time to dedicate to resolving this issue. Any advice would be immensely appreciated. Thank you in advance!

    Hi Sarah Horton

Thank you for using our Microsoft Advertising Learn Q&A Platform!

We appreciate providing such a detailed explanation of your situation, we understand how frustrating this loop can be, and we appreciate your patience while working through it.

After reviewing your situation, I can confirm that the issue you’re encountering is due to a mismatch between the address listed on your Microsoft Advertising account and the address shown on your verification documents. Additionally, because the account is currently suspended, certain account changes—such as updating the business address—are restricted, which is contributing to the difficulty in completing verification.

Microsoft Advertising and related Microsoft programs generally require that the legal/business verification data match across:

    • The legal business profile in Partner Center / Microsoft account
    • External business records (tax/registration, DUNS, government registry, etc.)
    • Any documentation submitted for vetting (invoices, bank/utility statements, registry screenshots, etc.)

From the available guidance, the practical path forward is:

    1. Align the legal business profile with official registration records
      • Ensure the company name and address in the Legal business profile exactly match the formal business registration/tax records or the record in an external database such as Dun & Bradstreet (DUNS), state registry, or government registry.
      • Confirm there are no spelling differences or abbreviations; the profile must match the registration record exactly.
    2. Use alternative acceptable documents for verification
For company verification, Microsoft can accept multiple document types beyond a domain invoice, for example:
      • Letter or statement from a financial institution or utility company
      • Record on a government registry website (with the site/link visible in the screenshot or document)
      • Stock exchange filings or tax filing records
      • External company databases such as Dun & Bradstreet (DUNS ID) or state registry
      • Receipt from the company’s home country/region or municipality
These are used to verify that the company is authorized to do business under that name and located at the provided address. Using one of these that already shows the same address as the legal business profile avoids the dependency on the domain invoice renewal date.
    3. Check and correct verification status in Partner Center (if applicable)
      • Go to Account Settings | Legal Info in Partner Center.
      • Check the verification status (Pending, Authorized/Accepted, Action Required/Rejected).
      • If the status is Action Required/Rejected, use the Fix now button to upload additional proofs and resolve vetting issues.
      • If vetting was rejected after providing DUNS/contact information, use Fix now to submit updated or alternative documentation (for example, tax filings or a government registry record that matches the legal profile address).
    4. If identity verification is challenged or rejected
      • For programs that require identity verification of at least one user, ensure that the user’s personal details in the tenant match the government-issued ID used for verifiable credentials.
      • If identity verification is Rejected and there is no Fix now button, the account is suspended and no further self-service action is possible; support must be engaged.
    5. When self-service changes are blocked due to suspension
      • If the account is suspended and the UI does not allow editing the address, the only supported route is to contact Microsoft support for that program (for example, Microsoft Advertising Support or Partner Center support).
      • Provide:
        • Official business registration/tax documents showing the correct legal address
        • Any accepted alternative documents (bank/utility statement, government registry record, DUNS record, etc.) with the same address
        • An explanation that the advertising account currently shows a mailing address and cannot be edited due to suspension, and that the legal profile and documents all match a different, official address.
    6. General recommendations for multi-address scenarios
      • Use the official registered business address (the one on tax/registration documents and DUNS/government registry) for all legal/verification profiles.
      • Mailing or P.O.-style addresses can still be used where allowed for customer contact, but they should not replace the legal address in verification fields.
      • If different addresses must be used for public listings (for example, Bing Places vs. legal profile), keep the legal profile and verification documents aligned with the registered address and use support channels to clarify that the public listing address is a mailing address only.

Because the account is already suspended and the address cannot be edited, resolution will ultimately require:

    • Aligning the legal business profile with the official registered address, and
    • Submitting matching alternative documents through the vetting/“Fix now” flow or directly via Microsoft Advertising/Partner Center support so they can manually clear the verification and review the suspension.
