You are not missing anything. Newer KMS host keys are simply no longer exposed by default in the volume licensing portals. Microsoft hides them because they want organizations to move away from KMS, but as an active subscriber, you are still entitled to them. To get KMS host keys beyond Windows Server 2019, you must request them directly from Microsoft Volume Licensing support.
Here is the exact way to get them unhidden for your tenant:
Sign in: Log in to the Microsoft 365 admin center using an account with Volume Licensing roles (like VL Administrator or Key Administrator).
Submit a Request: Reach out to Volume Licensing support. Use the contact channel specifically for volume licensing support.
Provide Details: Give them your Agreement/Enrollment Number or License ID. Clearly state that you need newer Windows Server KMS host keys for an existing KMS environment.
Once support validates your agreement, they will provide the appropriate KMS host keys. After they flip the switch, you will see them appear under Billing > Your products > Volume licensing in the View downloads and keys section.
