I got the issue resolved, This request can be closed.
New volume was getting created in different STAMP where LDAP was not configured.
Unable to create ANF volume

The error message “The resource operation completed with terminal provisioning state ‘Failed’” can be caused by various issues. To identify the exact cause, review the complete error message, including the “details” section.
You can access the full error information in the Azure Portal by going to your deployment, selecting “Error details,” and then opening the “Raw Error” tab.
Could you please share the full error message in the private message?
