The error means all allowed Remote Desktop sessions are already in use. On Windows client editions you can only have one active RDP session, and on Windows Server without RDS licensing you are limited to two concurrent administrative sessions. Group Policy changes won’t override these limits. To connect, you either need to log off an existing session or use mstsc /admin to connect to the console session. If you require more than two users on a server, you must deploy Remote Desktop Services with proper CALs. On a Windows client OS, there is no supported way to increase the limit beyond one session. The only reliable fix is freeing sessions or setting up RDS depending on whether you’re on a client or server system.
