Additional team and channel-related features and issues within Microsoft Teams for business

Thank you for reaching out to the Microsoft 365 Q&A forum. I can certainly understand how the sudden appearance of the "Post and send" button could cause some hesitation.
The "Post and send" feature is part of a recent Microsoft update designed to streamline sharing, but you absolutely still have the option to post your news article quietly as you did before.
You do not need to turn off a global function to return to the previous behavior. Instead, follow these steps:
In the current version of SharePoint shown in your images, Microsoft has combined the publishing action. The button is a "single-action" button. However, the good news is that clicking "Post and send" does not automatically blast a notification to everyone immediately.
- Click the "Post and send" button: Don't worry this click only publishes the page to the site. It will not send the Teams/Email notifications yet.
- The "Send" Pane will appear: After you click it, a sidebar or dialog box will open on the right. This is where SharePoint asks, "Send this news post as an email"
- If you do not want to send notifications, just click the "Skip" on that side pane.
- Your news article is now live on the SharePoint site (published), but because you closed the secondary "Send" window without adding recipients, no Teams notifications or emails were sent.
Microsoft introduced this to help authors reach users who may not check the SharePoint home page daily.
- Post and send: Publishes the news and opens a dialog box allowing you to send the post as an email or a Teams message to specific people or groups.
- Post news: Simply publishes the news to the site's News web part and the SharePoint start page.
