SQL Server 2025 Standard Key not working for Power BI Report Server

I am attempting to convert my evaluation edition of Power BI Report Server to a fully activated. I have read in both of the articles linked below that the exact same key used to activate SQL Server 2025 Standard (17.x) is what you should use to activate Power BI Report server. When I paste or type that key into the Upgrade Edition section Microsoft Power BI Report Server which I open from the "Uninstall/Change" button in Control Panel it just states "To proceed, please enter a valid 25-character license key." Am I doing something wrong or misunderstanding something about this?

Hello Akhil,
We are having the same problem. We have a customer using a SPLA license. I read the SQL license documentation carefully and there is stated that using SPLA for SQL 2025/PBIRS is permitted. But the SPLA key is not accepted when activating PBIRS.
Can you please inform me what to do?

I ended up getting ahold of MS support on this.

What ended up working for me was to update to the latest version of PBIRS. Which is the January 2026 release, it did require a restart of the server.

Then, instead of going to control panel and selecting change there to add the key. I had to go back to the installer for the January 2026 release, run that, and go through the same steps to add the key from that installer file.

This is likely not a licensing issue but how the key is being applied.

For PBIRS, especially with SPLA, try this approach:

Upgrade to the latest PBIRS version (Jan 2026 or newer)

Run the installer again (don’t use Control Panel → Change)

Use the “Upgrade Edition” option inside the setup wizard to enter the key

Applying the key via Control Panel often doesn’t work with newer PBIRS builds.

If it still fails after that, then it’s worth validating the SPLA key type and version alignment.

Just following up on this. If reapplying the key using the PBIRS setup (Upgrade Edition) worked after updating to the latest version, then you should be all set.
If you’re still seeing the issue, the next step would be to double-check the SPLA key type and version alignment, as that’s usually where it breaks.

Hi @Kyle Minard ,

Thanks for confirming the key format.

The issue isn’t the key length or how it’s entered. Power BI Report Server can only be licensed using SQL Server with active Software Assurance (or Enterprise edition). A standalone SQL Server 2025 Standard key without SA will always be rejected by PBIRS.

If you don’t have SA, the evaluation cannot be converted.
