How to give permissions to a student from a teacher on a club?

My track coach made a team, and he doesn't know if he's able to give me controls, or how to. As captain, he would like to give me permissions, so I can add and delete people, from the track team on Teams. Is he able to give me permissions such as those, if so, how? Again, this is for school Teams
