Wifi hotspot on Surface Duo 1 and 2 suddenly stopped working as of today

When i try to toggle on wifi hotspot it freezes with a notification popping up asking if I want to wait or close the settings app. I rebooted in safe mode and it works, but not in normal mode.

I tried resettling wifi and Bluetooth settings but that did not help either.

Note that I am experiencing the same issue on my Surface Duo 1 and Surface Duo 2.

    Here are the detailed steps to fix the Wi-Fi hotspot issue:

    • Boot your Surface Duo into Safe Mode by pressing and holding the power button until the Power off menu appears. Then, touch and hold the Power off option until the Reboot to safe mode option appears. Tap OK to confirm.
    • Once your Surface Duo has booted into safe mode, turn on the Wi-Fi hotspot by going to Settings > Network & Internet > Hotspot & Tethering > Wi-Fi Hotspot > toggle Use Wi-Fi Hotspot.
    • Reboot your Surface Duo into normal mode by pressing and holding the power button until the Power off menu appears, then tap Restart.
    • Check for Play Store updates by opening the Google Play Store app, tapping on your profile picture in the top right corner, then selecting My apps & games. If there are any updates available, tap Update all.
    • Check for Operating system updates by going to Settings > System > System update > Check for update.
    • Reboot your device again by pressing and holding the power button until the Power off menu appears, then tap Restart.
    • Once your Surface Duo has restarted, go into the setting app and cycle the toggle for the hotspot Off->On->Off. You can find this setting under Settings > Network & Internet > Hotspot & Tethering > Wi-Fi Hotspot > toggle Use Wi-Fi Hotspot.
    • Try to turn on the hotspot feature from the quick launch panel by swiping down from the top of your screen to access the quick settings panel, then tapping on the Wi-Fi hotspot icon.
